UNIVERSWATER releases first policy brief on digital water resilience for sustainable agriculture

The Horizon Europe project UNIVERSWATER has published its first policy brief, Digital Water Resilience for Sustainable Agriculture: Smart Monitoring, Interoperable Data and Decision-Support for Water-Smart Agriculture, providing concrete recommendations to strengthen Europe’s water resilience through digital innovation in agriculture.
As Europe faces growing pressures from water scarcity, climate change, pollution and increasing demands on food production, agriculture stands at the centre of the water challenge. The sector relies on both water availability and water quality, while also contributing to pressures on rivers, groundwater and soils.
The new policy brief highlights how digital technologies can support the transition towards water-smart agriculture by enabling real-time monitoring, data integration and informed decision-making. Through its innovative “system of systems” approach, UNIVERSWATER combines sensors, Earth Observation, artificial intelligence, interoperable data platforms and decision-support systems to optimise water resource management across the agricultural water cycle.
The brief outlines how the project contributes to the objectives of the European Water Resilience Strategy, the forthcoming EU Digitalisation Action Plan for the Water Sector, and the Vision for Agriculture and Food. It demonstrates that Europe’s transition to a resilient and competitive agricultural sector requires a digital operating layer that equips farmers, water managers and regulators with tools to monitor, reuse, optimise and protect water resources in real time.

Drawing on experiences from pilot activities in Ireland, Italy and Greece, UNIVERSWATER presents six policy recommendations:

  • Make agricultural water reuse a strategic pillar of EU water resilience.
  • Define minimum digital monitoring datasets for risk-based agricultural water reuse.
  • Create EU validation pathways for rapid water-quality sensors and biosensors.
  • Integrate salinity and groundwater safeguards into reclaimed-water irrigation planning.
  • Fund farmer-ready interoperable decision-support tools and advisory services.
  • Remove adoption barriers through incentives, advisory support and simplified permitting.
The policy brief also highlights the importance of connecting water reuse, irrigation, nutrient management, pesticide monitoring, salinity control and treatment performance through integrated digital solutions. By combining in-situ monitoring, Earth Observation technologies and user-oriented decision-support systems, UNIVERSWATER demonstrates how digital innovation can support both environmental protection and agricultural productivity.
The publication marks the first in a series of policy outputs from the project aimed at supporting European policymakers, regulators, water managers and farmers in advancing digital and resilient water governance.
